Meet the Member: Catalina Cifuentes

Catalina Cifuentes serves as the Executive Director of College and Career Readiness for the Riverside County Office of Education, where she helps lead countywide efforts focused on making sure students graduate from high school prepared for what comes next. Whether that path leads to college, career training, or the workforce, Catalina’s work centers on building strong guidance systems that support students and families every step of the way.

Catalina’s approach is deeply grounded in practice. Earlier in her career, she served as lead counselor at Santiago High School in the Corona Norco Unified School District, where she worked closely with counseling teams and school leaders to design a comprehensive guidance program that earned recognition from Riverside County and the California Department of Education. Those efforts helped raise academic expectations, strengthen counseling practices, and contribute to some of the strongest graduation and A-G completion outcomes in the region. 

In her current role at the Riverside County Office of Education, Catalina not only oversees college and career readiness efforts across the county but also leads the Riverside County Education Collaborative College and Career Ready initiative. Through this work, she helps bring together school districts, higher education, local government, and industry partners to improve postsecondary access and attainment. 

Catalina also brings a strong policy and advocacy perspective to her work. She is a governor-appointed Commissioner and Chair for the California Student Aid Commission, where she helps shape decisions related to financial aid access and college affordability for students across the state. At the national level, she serves as Board President of the National College Attainment Network, a nonprofit nonpartisan association of nearly 600 organizations that support students through college preparation, application, and completion.

As a first generation college graduate, Catalina brings both lived experience and professional expertise to her work, reinforcing her belief that high expectations and strong support systems can open doors for all students.

Catalina is a natural fit for RAPSA’s Education and Leadership Advisory Table. Her career reflects the kind of collaborative leadership RAPSA values, bringing together educators, advocates, policymakers, and community partners to break down silos and strengthen systems. Through ELAT, Catalina will help advance RAPSA’s efforts to elevate alternative education, support at promise and opportunity youth, and ensure that young people who are often pushed to the margins have access to pathways that recognize their potential and set them up for long term success.
