Meet the Member: Pamela Gibbs

RAPSA is honored to welcome Pamela Gibbs to our Education and Leadership Advisory Table, bringing with her decades of legislative expertise, strategic leadership, and a steadfast commitment to advancing equitable education for California’s youth.

As Executive Director of Governmental Relations for the Los Angeles County Office of Education (LACOE), Pamela has led transformative advocacy efforts that have shaped state policy and expanded opportunities for children and families across the state. Since 2005, she has successfully championed legislation to improve funding and programs for incarcerated youth and worked alongside education leaders to strengthen educational access for all of California’s students.

Her leadership was instrumental in the passage of AB 413 (Jones-Sawyer), co-sponsored by LACOE and SIATech, which advanced statewide recognition and support for At-Promise Youth. Pamela has also contributed to landmark policies in early childhood education and school leadership development, helping ensure that every student, from preschool through high school, is supported by strong, well-resourced systems and inspired educators.

Reflecting on this work, Pamela shares why supporting alternative education and At Promise and Opportunity Youth remains central to her leadership.

Supporting alternative education and At Promise and Opportunity Youth is important because many of our greatest leaders have emerged from challenging circumstances, demonstrating remarkable resilience that inspires us all. Drawing on my decades of service in the Legislature and advocacy work, I am committed to providing opportunities and removing barriers so that our youth can succeed both in education and in life, empowering them to reach their goals.

Before joining LACOE, Pamela served in the Office of Legislative Counsel, where she drafted education legislation and authored legal opinions on critical education issues. Her earlier service in Governor Gray Davis’ Administration included managing elections and labor legislation and coordinating California’s 2000 Electoral College proceedings. Pamela’s career also spans roles in both the California State Senate and Assembly, where she advised northern and southern California legislators on key policy issues.

A graduate of the University of the Pacific, where she studied communication and rhetoric, and Lincoln Law School of Sacramento, Pamela continues to give back as President of the University of the Pacific Alumni Board of Directors. Her passion for mentorship shines through her ongoing volunteer work supporting high school and college speech and debate teams.

Pamela embodies the spirit of collaboration and purpose that fuels RAPSA’s Education and Leadership Advisory Table. Her deep policy experience, coupled with her enduring dedication to advocacy and equity, strengthens our collective effort to champion alternative education and uplift At-Promise and Opportunity Youth across California.
